Ah, the dreaded Turtill.

I remember saying to him:

Anyone who has inflicted themselves with drugs or booze should be left
in skid row if they max out, they should not be helped financially, they
should reap what they sow. It is not right that society should have to
pay to keep bums like you alive, you are a drain on the NHS and other
resources, hopefully you will be dead soon.

As true today as it was back then :-))
