This is an old, tired, and stupid idea which ignores the point that
email isn't free - it's a service that costs money to provide, it's just
that it's so cheap to process each message that users often don't have
to pay for the service with direct money payments at all.
One reason the idea's stupid is as follows:
Thing is, it's not a good idea to let the government tax each private
email message - if only because it'd make email more expensive than
other forms of electronic communication.
Market forces would then result in a technical solution to the problem
and most e-comms would use `not email', evading the tax, and pushing the
spam problem somewhere else.
No, what we need are proper laws against spam, not a tax to produce a
behavioural change from anti-social people.
And that means we need a proper super-national legal system.
