That happens already around here; the block of flats I live in now has
'communal bins', but the people who live in the same street also have
access to them and use them.

There is no provision for separating things into 'recycleable' bins for
any of the flats around here, although some of the houses have been issued
with 'green bins' and 'grey bins'.

I too live in flats with communal bins. For our 18 flats we have one proper
big wheelie bin and one piddling little one (about twice the size of a
normal domestic wheelie bin). The council very graciously last year gave us
a single domestic size recycling bin which was promptly 'recycled' by
someone into their own personal recycling bin!
