That's certainly part of it.

Can you think of any other reasons? Oh, I suppose part of it is making
money for certain firms, and increasing the power and influence of
various unelected people and bodies.

How's this: if flying can be made sufficiently unpleasant and expensive
with 'terror' as the excuse, the govt can cut down on pollution from
aircraft and thus help meet their targets for "Kyoto" and blame the
terrorists for all the upheaval.

<cough> I actually sent that idea to the Register, and Lucy Sherriff
(sp? I can never remember which letters are doubled up) told me she was
going to put it on their letters page - but it turns out she had to
leave work in a rush that day (to pick up the sprogs, IIRC) and it never
made it. So there: I claim prior art. ;-)
