*last* year of the decade and *not the first* ?
Depends which decade you mean:
2010 is the last year of the first decade of the first century of the
third millenium of the Christian era.
2009 is the last year of the decade known as the Noughties, and 2010 is
the first year of the Tens, or whatever they will be called.
A new decade starts every year, overlapping with 9 other decades :^)
