Probably. It actually depends on how his newsreader handles posts that
don't specify a charset, but contain 8-bit characters.
I send emails all over the world, many laden with all manner of URL links. After a terrible unwitting cut and paste cock-up about five years ago I learned the salutary lesson that under no circumstances should I send URL links or emails containing junk non-standard (non US ASCII approved) characters such as funny squiggles for currency symbols; (carets are now okay); graves; circadians; circumflexes; umlats; thorns; and so on. In other words virtually all the non-standard characters that are used by malware URL writers for possible signalling are becoming taboo on a global basis.
In fact countries using versions of the English government's Intercept Modernisation Program (IMP) are on the increase. China have been blocking suspect websites and emails for years (mine included until I learned the work-around), Burma and many Will Of God countries including Indonesia now participate in the global homeland security exercise. Latest W.O.G. country to join in the fun and games is India who've just announced URL/email blocking. They've moved quickly because it's hardly a year since the Bombay terror attacks.
At the moment my agent has learned from the Home Office's Office of the Surveillance Commission that much peer-to-peer Usenet server material within England isn't likely to be affected right away but material sent through overseas news servers such as Albasani may be.
We live in interesting times. Funny old world
