That has certainly been the conventional wisdom, but there are a couple of reasons why it has changed this time around.
1. Microsoft was bitten so hard with Vista, that they actually took notice of the users in the massive public beta this time around. As some have commented, the release candidate was as good as the final version normally is. They've had a few months since the release candidate was available publicly, so had plenty of time to tweak the final version.

2. The method of writing code in Microsoft has changed since the work on Vista. They now only use completed (and bug tested) code to incorporate into the current working stream for development. Previously they didn't.
