Yep, while it's doing that, what it's doing (amongst other things)
is checking what (if any) Version of windoze is Installed, so it can
decide (& prepare a list of) what Files it needs to Copy over from
the Install CD .
The progress bar quickly reached 100%, but the mouse pointer remained
an hourglass. Finally a dialogue box popped up saying
Setup: Your computer already has an operating system installed,
which cannot be upgraded by this version of setup. You need to obtain
the Windows 98 Upgrade.

So, that's cos (in an effort to establish what, if any, Version of
windoze is already Installed) it searches the Hard Disk(s) for certain
FileNames. [*1]
It doesn't know whether or not they *are* actually part of a windoze
Installation, but if it finds those File Names *anywhere* on the Disk,
then it will bomb out.
You need to Find those particular FileNames that it is looking for
& (Temporarily) ReName them.
So I removed all traces of any operating system from drive C:
(except the boot sector) and tried again; and again with *NO*
files or directories, whether hidden, system, read-only or normal
on it. Same result.
It's not just Drive "C:" that it looks on!
So you need to Search on any (& all) of the other Partitions & make
sure there are no Files of the Names that it is looking for.
It leaves two files on drive C: zero length CONFIG.WIN,
and SETUPLOG.TXT, which is in INI format, and contains, among many
lines with either 0 or 1 as the value

Yes!!!
I have had that happen to me.
All you need to do is to just Delete the Files which make it *think*
that there's already an Operating System on it somewhere.
Those File Names include (but are not limited to) win.com, system.dat
& user.dat (& also, I think, but I'm not certain) MSDOS.SYS & IO.SYS
& AUTOEXEC.BAT & CONFIG.SYS.
Sorry I can't remember all the File Names you need to ReName - but do
a do a Web Search for that Error Message (& also look on the Axcel Tips
Site) & you will find the File Names that you need to look for.
