So I tried to install Windows 98 Second Edition from CDROM
Eventually, after running scandisk on all seven drives it could see, it got
to a pretty setup screen, and informed me that
Setup is preparing the Windows 98 Setup Wizard, which will guide you
through the rest of the process.
Please wait.
The progress bar quickly reached 100%, but the mouse pointer remained an
hourglass. Finally a dialogue box popped up saying
Setup: Your computer already has an operating system installed, which
cannot be upgraded by this version of setup. You need to obtain the
Windows 98 Upgrade.

So I removed all traces of any operating system from drive C: (except the
boot sector) and tried again; and again with *NO* files or directories,
whether hidden, system, read-only or normal on it. Same result.
It leaves two files on drive C: zero length CONFIG.WIN, and SETUPLOG.TXT,
which is in INI format, and contains, among many lines with either 0 or 1 as
the value
