You can Switch to an Account with Full Administrative Privileges
(or use the "RunAs" Command) when you *do* want to Install something.

If you installed software while logged in as an administrator and
perhaps its not attributed to all users how can you widen that
software availability to ALL users
That actually depends on what the Software (Program/Utility) is.
Can you give an example?
Very often, all you need to do is to bung a Shortcut to it, into the
"All Users" Start Menu Folder (or into the "All Users" Desktop Folder)
... or add a Named other user to its availability?
Again that depends on the Software
You *should* [*1] be able to just bung a Shortcut to it, into their
Start Menu (or Desktop) Folder.

Some Programs & utilities are designed right from the beginning to
be available to (& used by) other Users, once they are Installed.
Sometimes they give an Option during Installation, asking if you want
to Install it just for the Current user, or for all Users.
& even if that Option isn't given durin gInstallation, then the chances
are that it will work OK for other Users, just by Creating a Shortcut
to it for them.
But *some* Programs are so badly Designed, that you may have to
Install it again, or just not use that Program & use a different
Program, instead.
That's why I ask what Program you are thinking of.
& anyway, even if it does only work when it's actually *Installed*
for (or by) the User in question, then you can Swittch to that User's
Account & then use the "RunAs.." Command to *Temporarily* Run as
another User, (with Administrative Access) to Install the Program.
Or (again *Temporarily*) give the Limited User Full Administrative
Rights, to Install the Program & then Switch the Rights (of that
Account) back to being a Limited User.
But try, first of all, just Running the (already Installed) Program
as the Limited User - Creating a Shortcut to it, if needs be, in
their Start Menu (or Desktop) Folder.
I have been using this machine always as an administrator and want
to add another user without admin rights as you suggest but of course
want the functionality/availability of that software/program(s)
Yep, that's a perfectly normal requirement & windoze is designed
to allow that.
