at the test I could hear the test voice but could not hear my own

So that means that it's all Connecting up OK through the Internet!

You can Initiate (Make) a Call OK & it Answers OK & the *Receiving*
(Incoming) Sound is fine...
So it's looking good so far!

If the *Outgoing* Sound isn't working properly, there are several
things you can do to suss it out & get it all sorted...
Go to Menu>Tools>Options...>Sound Devices
& Post up with what you have Set in there.
It *should* work fine with "windoze Default Device" Set in all 3 of
the DropDown Lists - the one that matters for your own (Outgoing)
Sound is the "Audio Out" one - what Choices are there in the Dropdown
List?
& what have you got Set there?
What have you got Set for the Box...
[/] Let Skype adjust my Sound Device Settings ?
If it's UnTicked, try Ticking it & if it's Ticked, try UnTicking it.
I presume that you do actually have the Microphone Plugged into the
right (correct) Socket on your PC?
Is it working OK, when you use Netmeeting?
Have you Run the NetMeeting "Audio Tuning Wizard" thingy?
Does that all work OK?
Have you tried going to the Sounds & Audio Devices Control Panel Applet?
Switch to the "Voice" tab & makie sure that your Sound Card is Selected
in there.
Click the [Volume] Button (in the "Voice Recording" Section0 & that
will Open up the windoze Sound Mixer Applet - make sure the Microphone
is Selectred as the Input.
back in the Sounds Control Panel thingy, Click the [Test Hardware...]
Button & Run through the Tests there.
then try the echo123 Skype Test thing again.
Try calling someone on Skype as well - then yo ucould use the TextChat
thing, while you get the Sound sorted out.
You could also get on M$ NetMeeting & sort it out - Skype works
perfectly well at the same time as M$ NetMeeting!

BTW have got holburn as my skype name.
I could only find a Username of "holburn" listed as being in the
U S of A - I don't think that's you?
My Skype UserName is voip.p-m-j.net
so the "callto" URL is...
callto://voip.p-m-j.net
You can try calling me on that? (That same Name also works with
M$ NetMeeting, cos I have set that as my IP Address in the DNS)
Copy & paste that URL into the AddressBar or the Start>Run Box -
it works with either Skype or M$ NetMeeting
