That depends on what you mean by "simple".

Nope.

Well, it depends what sort (Format) of Video File it is to begin with
& what sort (Format) of Video File you want to end up with, & also how
much you want to Compress it.

There are plenty of different Utilities (& Full Blown Video Editing
Programs) around, but to "Compress" a Video File takes a little bit
of sorting out.

WinXP SP2 comes with MovieMaker2, which is actually quite good
(for basic stuff) - Earlier Versions of WinXP only came with
MovieMaker 1 which is (was) still OK, but not as good (or as easy
to use) as MovieMaker 2

MovieMaker 2 is reasonably easy to use but can be limiting.
Youneed to Pick the right Combination of Settings from the various
DropDown Boxes.

Other Video Editing stuff (such as the CyberLink stuff that often
comes with PCs) is also OK, but can be confuzzling.

There are specialist Utilities as well, but they aren't particularly
"simple" to use.

They (all Video Files) can be Compressed (to a greater or smaller
Degree), whatever they are, but there are a lot of Trade-offs to be
made.
