Well...

Basically - Yes!
:-)

VNC is a thing that allows you to see (& (Optionally) Control)
the Desktop (& thus Applications that are Running) on one PC,
on/from another PC (either on the same (Internal) Network,
or over the Internet...

In that respect, it's like the Desktop/Application Sharing part
of M$ NetMeeting.

It's nothing to do with being a Router or anything like that.

It just uses whatever Connection is available between the 2 Machines -
either a LAN (Local Area Network) or the Internet.

It still needs some form of Routing (if it's being used on a LAN
to Share the Desktop over the Internet) to Route the Packets from the
Internet to/from the Machine.

It only uses one Port though, (which by Default is TCP Port 5900,
but that can be changed) so it's dead easy to Set up virtually any
Router or Internet Connection or Firewall to use it with.

Well, VNC *can* be Run on just one PC!!!
:-)

You can look at the Desktop of the PC in a Window on the Desktop!
:-)

But that's of very little *practical* use though!
