That particular Error Code (which is a Winsock Error) gives
a hint/clue as to the prob...
If you look it up on one of the Winsock Error Code Lists, such as...

(which it's a good idea to have stored in your Favorites, so you can
easily look up the Errors)
You can see that it means...

So that, basically means that the prob isn't likely to be your end
(unless you've changed the Settings & Configuration of your Newsreader,
so it's trying to Connect to the wrong Server, or using the wrong Port).
The fact that it (the Connection attempt) was "actively Refused", means
that the Server Machine *is* up & Running & reachable over the Internet,
but (for some reason or other) chose to Refuse the Connection.
Usually, with things like that, it's best to just leave it & try again
a bit later.
& this next bit that you Posted (the *Full* & Exact Error Message that
you got), also helps a lot in trying to suss out the prob!...

That's the Correct Server Name (& from the first bit of the Error
Message that you quoted above) we can see that it resolves to the
Correct IP Address (130.133.1.4)

& that's the Correct Port Number for NNTP (Network News Transfer
Protocol)

That should be "No", so "0" is also likely to mean "No" - so that's
also right.

NNTP Error Codes are always 3 digit Error Codes like that & the first
Digit tells you wether it's a "hard" (Fatal) Error or a "Soft" Error
A 5xx Error *is* a "Fatal" Error, so that means that you will always get
the same Error (if you use the same Settings) until the prob is
resolved.

which you can Look up on the M$KB (microSoft Knowledge Base) Site...

Which doesn't actually Help all that much?
*Except* (like many of those sort of apparently generic Error Messages)
that it does confirm that the Server is Up & Running (& reachable) - but
is responding with an Error - the actual, specific Error is shown in the
other stuff, so that you (or whoever is trying to diagnose the prob) can
suss it out.
Basically, so long as you haven't changed anything your end, there isn't
a lot you can do about it (cos the prob is their end) other than wait
until they get it sorted.
