Another way to get to the TaskBar Properties (which is where that
should get you) is to just RightClick on a bit of the Taskbar
(or the Start Button) & choose Properties.

What I mean is that you don't actually have to *Open* the Start Menu
first & you don't have to Click on the "Blue" (or Green, or Silver
or whatever Color you have Set it to) bit & some people don't have the
standard WinXP Start Menu, they may have Set their Start Menu to the
"Classic" version, so it will look (& act) completely differently.

That Button is only available, if the [ ] Hide Inactive Icons Option
is Ticked, so if it's not Ticked she would have to Tick that Option
first, to get the [Customize...] Button to be available.

I think that the Icon in the SysTray (the bit at the far Right of the
TaskBar, which WinXP likes to call the "Notification Area") should show
in the List of Inactive Icons (on the TaskBar Properties) anyway
(whether or not it's actually up to date)? - Cos the Security Centre
Notification thingy Runs by Default on a WinXp SP2 System.

If it's a WinXP SP1 Sytem, then it doesn't Run by Default.
So that Icon may not appear.

LOL!
:-)

& there are lots of other reasons why it might not show up as well!
:-)

Hopefully Splodge will be able to give a bit more Info about her System,
so she'll be able to get it showing (& behaving) how she wants it.
