In my experience, just taking them swimming regularly helps as much.

jumping into the pool for fun when others were still being gently
encouraged to do it. Then he suddenly refused to go near water for a
year because he was scared of it, apparently because he didn't like it
when his head went underwater. Now he's fine - we bought him a pair of
goggles and he's happily sticking his head under water and having great
fun again, and even asking to go swimming.
