Why? Copyright didn't come down from Mount Sinai on stone tablets; it's a
socially constructed right that happened to be a good idea over a hundred

So given that essentially all music is available freely, I guess you
suppose that filesharers are buying dozens of copies each of the tiny
number of things that aren't?
You might want to look at Baen's experience with the Free Library. The
effect of giving ebooks away - in as many formats as they can manage,
completely unencumbered by DRM - is to increase sales of the print
versions of the same books considerably.
