That's not really true. The Vikings were largely routed by the locals by the
900s CE having largely stuck to their coastal forts. While they did marry
locals, they took most of them with them when they left. A lot settled on
Iceland. As for the Romans, there were never all that many in Britain,
particularly once Rome took her troops out. By the time the Empire was
crumbling, much of the administration of Britain was left in the hands of
Romanised locals.
