There are plenty who drive untaxed, untested, uninsured vehicles without a
licence or whilst banned, or whilst over the drink-drive limit, or who
exceed speed limits. How will your proposal overcome Peter's very valid
point about the "It's my right to do as I please!" culture.
The gov and various pressure groups come out with all sorts of schemes and
suggestions to improve road safety, and people tend to be quite supportive
as long as it doesn't affect them.
