How many stupid women have you seen just stuff their change into their
purse before checking that they have been given the correct change Joe

But as you know in advance how much you're going to spend - why not just
give her the correct money ?

Because it would resolve the problem - with little (if any) inconvebience to
himself.
Alternatively he could buy his tickets elsewhere. Personally. I don't give
my custom to anyone who consistently or regularly attempts to short-change
me.
