Hi Vic,
There is a school of thought that says "don't leave feedback until you
are completely ready to do so" or "don't leave feedback until you get
feedback". The seller could leave you a "retaliatory neg" however you
would have the chance to comment on the neg IF it happened. They
might not leave feedback at all as they've already left a positive.
It would contradict the positive if they left a negative making them
look foolish. A neutral, after all is not a negative and people put
too much into the positives. After all, when you read the feedback
most of the time it's just so much of nothing.
As far as EBay are concerned a neutral is a Very Bad Thing for a seller.
If the OP wants to stuff the seller, then fine - as long as he has valid
grounds to do so. If he does not wish to stuff the seller, then better to
leave no feedback.

I most certainly don't want to 'stuff the seller', I just want to express
my opinion about a transaction that wasn't that professionally conducted.

Ah, sorry! OK, here's the problem. If you leave a neutral, and mark down the
seller's stars or whatever, it is entirely possible that the seller will be
penalised. They can lose discounts, have money held and other things. Now,
if you're OK with that, then leave the neutral. But if you aren't that
annoyed, I'd leave nothing at all. Was the widget itself OK?
