Feedback query

Hi all,
I'm not an Ebay newbie, however the recent feedback changes have left me a
bit confused. Recently I purchased two small items from one seller; to cut a
long story short I have received my purchases but I am not happy about how
the seller conducted the transaction and I feel that a neutral is in order.
Needless to say I'm worried of getting a retaliatory neg. The seller has
left me f/back for one item but not for the other. Could they leave me a
neutral or neg now, having already left one positive?
