My advice - send the phone back and get your refund.
He has asked me to send the phone to a different address from which he
sent the phone originally.
Is this ok?
Must I send it to a confirmed address on his ebay account?
Up to you. I'd send it back to wherever he asked me to send it. Like I said
what's his feedback like, does he seem like a scammer to you? Very hard to
comment without any kind of reference but I would respectfully suggest you
apply a bit of common sense too. Send it back with full insurance.
