I know all over the world, and especially on Ebay, it's exactly the
contrary.
You can decide to collect the item, to send your courier, to ask the item be
shipped in a particular way etc.
The buyer decides the shipment, he pays it, he has the risk.

That's an entirely different scenario and, yes, if I have my courier (who
is my agent) collect the goods, your responsibility ends when you have the
courier's receipt.

I think in UK you have a particular point of view because Paypal took 95% of
the Ebay payment market, and Paypal is almost always against the seller and
requires from him a shipment trackable online in case of claim.
Try to ask the opinion of a German or French or Italian ebayer and you'll
hear the exact contrary.
(in Germany the use of Paypal is 10-12% of the Ebay sales, in Italy it is
15-20% and we all hate the way Ebay pushes Paypal making war to another
simple and cheap postal system )
The seller is not a courier, when he has a valid receipt in the hands he is
ok.
I have read again the Ebay UK postage rules: the postage risk is matter of
the buyer if the items has been shipped and carefully packaged.

My pov has nothing to do with PayPal, and nothing to do with Ebay t&c's. As
the seller, you haven't completed the sale until the goods are in the
buyer's possession. Therefore the goods are in transit at your risk. You
can offset this with insurance, or you can carry the risk yourself, but the
risk remains yours. If you want to avoid this risk, make all your sales
"collect only".
