That's correct. The postal service of the other country is responsible
and they re-imburse you via RM, under a reciprocal arrangement they
have with RM. Just as RM accepts responsibility for foreign
postal items lost or damaged while in their care in the UK where the
appropriate extra postage has been paid in the country of origin.

But if an item gets lost - that's not what you are told, the standard
letter says that RM will only pay if the loss was their
responsibility. I have experienced this with both Greece and The
Phillipines.

You can claim, and they do pay.

IMO, the contract is with RM, and so RM should be liable for the whole
journey. If an item gets lost en-route then that is between RM & the
other postal authority, ie their sub-contractor - pretty much as I am
liable if RM (my subcontractor) loses a parcel I send to a customer.
