Who said life was fair? I was talking about the OP's responsibilities and
how things work in the real world.

Nope I am saying that's how it works. Go to any credit card merchant and
they will pass the chargeback onto you. A lot of people don't realise this
as they are not/have never been in business and think it is Paypal being
shitty. Truth is it is not Paypal being shitty at all, in fact they 'allow'
their clients to shirk their responsibilities.

Paypal chargeback, if money is not in Paypal account they suspend account &
clinet can just use another email address to get another one.

Merchant services (Barclays, HSBC, etc etc) will actively pursue you for the
money if you don't have it in your 'account'. This results in court fees,
bailiff fees and probably CCJs and a fucked credit rating.

Put it this way, if you accept a credit card payment from a dodgy geezer why
is that Paypal's fault and why should they stand the loss?

I don't want to go into a slanging match here about UK law as I have no
idea, and not being a seller have no direct interest. But surely the best
way to ensure a company such as EBay/Paypal do their utmost to protect
their customers is to make them feel the consequences of their actions.

Why? Why should Ebay or Paypal be responsible for greedy sellers who are
indiscriminate as to who they accept payments from & are then unwilling to
stand up and take responsibility for their actions?

Ok I said I would only name one idea but to be truthful there are multiple
potential blame points here that should be considered, althogh I won't
elaborate.

Exactly, easier just to leave it between the 2 original parties in the
transaction - buyer and seller.
