Strange Paypal "Chargeback" claim

2 months ago my partner sold a mobile phone on ebay and the "winner" paid
via paypal. Shortly after she received a notification via ebay that the
winner was an "unauthorised bidder". To be on the safe side she logged
into her paypal account (she did not click on any links in the email for
obvious reasons!) and used the "refund payment" option to refund the paypal
payment for the phone.
She then relisted the phone and sold it to someone else.
She has just received a strange email from paypal saying the following:
"We were recently notified that one of your buyers filed a chargeback and
asked their card issuer to reverse a payment made to you.
Although a chargeback may appear to be similar to a PayPal claim, it is
actually a process initiated outside PayPal and controlled by the card
issuer. One of the unique benefits of using PayPal is that we help you fight
unwarranted chargebacks and attempt to recover your funds.
The chargeback states that the buyer's card was used to make a purchase
without the buyer's knowledge.
It is up to the card issuer to decide whether or not they believe that the
buyer's chargeback is valid and they are asking for some information about
this transaction from you."
She has gone into the paypal "resolution centre" screen and submitted the
transaction ID saying that it has already been refunded, but the whole thing
seems very odd, as if a card were used fraudulently to make a purchase via
paypal then paypal would issue the refund back to the card originally used!
This is very worrying for her as she has got another item for sale and is
worried that if the buyer uses paypal then paypal might try and withold the
funds from her!
