This is all "Alice in Wonderland" for me. The gallery has my money, the
damaged prints and therefore I feel it has no reason to expidite this
matter. I'm trying to apply as much pressure as possible.

them this feedback). This was prompted by this statement in an email from
them "Once we receive the money, if we receive it, we can either send you
the money or send an other portfolio." I didn't like the "if"

"I have just seen your negative feedback on my account. Thanks for that.
I'm still trying to obtain a refund by UPS. I have nothing for the moment.
You cannot imagine the time we spent on that matter.
I will pay you as soon as we receive a paiement by UPS and not before.
Like I said since the beginning, once we receive the paiement we will
contact you.
Not before.
It's not necessary to write us e-mail before.
And the first condition is to remove this negative feedback.
If not, we stop dealing with UPS."
This is clearly a threat of total non-cooperation (not that there was much
co-operation before) unless I remove the negative feedback.
My case is that the real dispute is between the gallery who packed the art
and the courier to transported it. The money I want refunded is my
original payment, the gallery should look to the courier for its
compensation.
Can I inform ebay of the threat from the seller?

yes you can inform ebay, perhaps you should mention that to the seller
firstly, maybe having his account shut down will worry him enough to sort it
out. you should also mention he has the goods and the money and you have
nothing. if he has another item to send you then why has he not sent it???
or is he suggesting that you'll get nothing if the courier coughs up
nothing?
you could tell him you'll remove the feedback when you get the refund or the
goods, but you may then yourself be in breach of ebay's feedback extortion.
I'd be extremely worried he's taking you for a ride.
