company, not an individual. I'd much rather go straight to
barclaycard, get the money back and forget about it.

Thanks, I'll take a look later, I've got to pop out.

Barclaycard know that I used PayPal, the girl on the phone said she
uses eBay and knew how it worked (or so she said). Can they take
action against them even though PayPal haven't actually done anything
wrong?

it isn't about right or wrong. any business that accepts credit card payments exposes itself to chargeback risk. if paypal want to continue to use credit cards they have to accept the terms and conditions of the credit cards (which state paypal have the chargeback liability).
paypal is unusual in that when you buy off ebay, your card pays paypal and paypal pays the seller, so some will say incorrectly that you are using your card to fill up your paypal account, then using the funds to buy from the seller, therefore the credit card is not liable as there are two seperate transactions, to my mind this is incorrect, as the CC logos are displayed on the sellers listings, and you use the CC to buy something from that seller, what goes on in between computer servers is irrelevant to the buyer.

There are two separate transactions, as you say the card pays paypal and paypal pays the seller, if thats not two transactions then what is it? I agree though that this is not particularly relevant to the buyer, until something goes wrong and they have to try and get the money back from both paypal and the seller. However the credit card company should refund the buyer and take on that responsibility themselves.
