Personally, I state that I will refund after claiming from RM on the
auction.

In practice, as soon as buyer and I are convinced that item is missing, and
I can't supply an alternative, I get form and fill it in. Refund at that
point.

Doesn't matter to the buyer then how long RM take.

I usually get positive feedback for this (twice! is that enough of a sample
for usual?)

Note that what I say and what I do are not the same.
To the benefit of the buyer.
