Either you misunderstood what they were saying or they got it wrong
(not uncommon on TV programmes). The liability for purchases via
credit cards comes from section 75 of the Consumer Credit Act of 1974
and applies to amounts between GBP100 and GBP30,000. The card must
have been issued in the UK and sales made overseas or from overseas
suppliers are not covered.

Ebay is not the supplier.
