I think the above is a common misconception. How it works is that you pay
PayPal using your credit card and PayPal pays the seller after deducting
their cut. As far as your CC company is concerned the transaction was
between yourself and PayPal, and of course this transaction was successful.
To get your money back you'll have to go through the PayPal resolution
process (which you agree to when sending the payment). PayPal are rather
notorious for washing their hands of the matter if they are unable to
recover the funds from the seller.
If your CC company is willing to do a chargeback against PayPal, then you'll
probably find that PayPal will come after you (often employing debt
collectors) to recover their money :(
