In the one case your mail server simply returns an error code telling
the sending server that the mail was not accepted, in the other your
mail server accepts the email and then generates an entirely new email
in response to inform the sender of the bounce.

One of the main differences is that in the case of spam with a forged
sender address, the former method simply drops the spam whereas the
latter causes your system to email the spam back to the innocent
victim of the address forgery - i.e. your system generates more spam.
