No, what it all boils down to is an understanding of semantics.
The entire purpose of "the mechanics of developing and maintaining
web pages" is to deliver content to the reader with the meaning of
that content preserved as clearly and unambiguously as possible
within the HTML document.
By using <br> to seperate lines in a verse, you are making it
more awkward to change and manipulate the presentation of the poem and any
others that are alongside it.
By using lists in this context you are ensuring that when the HTML
is rendered without any of your styling, the intelligibility of
the content is compromised. You are therefore making the
comprehensibility of the content dependent on your chosen method
of delivery.
