Ive also added an offsite search engine and div for items below the
menu itself.

You've also added the following:
"To navigate this website, please use the menu in the top right corner. Your location within the site is shown in the navigation bar at the top of the page."


Of course, with CSS turned off, or a user implementing their own stylesheet, the menu and breadcrumb is not in the top right corner / at the top; in fact it's *below* that paragraph!

Also, if someone has arrived at your website, then they'll more than likely know intuitively how to navigate it by using hyperlinks - you'd increased the usability of your site by creating a list of links in one consistent place across all pages - you don't need to tell them how to use the menu!

As a further point to consider, think about the target audience of the site. You may be including autistic users within that audience - find out from BAT what difficulties they might enoucnter when using this/any website. Some autistic users, say, may find that the menu mentioned above doesn't need a "use menu to navigate site" - they don't suffer from false memory as much as non-autistics; their transference of skills is *better* than non-autistics as they don't rely on context. In web usage, that means that if they can recognise a hyperlink (usually blue and underlined), then they know to click it, they know *how* to click it, and they know it will take them to another page, as that's what happened previously.
