CSS layout grrr

Anyone care to take a look at these and tell me what I'm doing wrong:

IE renders both of these the way I want it to. Firefox and Opera don't,
but don't agree with each other either. I can make it work in either
Firefox or Opera, but not both.
Suggestions? Is there a simple way of doing a traditional "three column
+ header/footer" layout with CSS, or should I just go back to tables...
?
