It's a tricky one that goes hand in hand with accessibility. There is no
doubt that you cannot take a designers AI files and make them work pixel
perfectly on every browser whilst adhering to all the relevant guidelines.

I *think* that there may be an argument for saying that by doing everything
right (especially by keeping layout to CSS) there is a chance that sites
will perform better in the search engines. My feeling is that without all
the layout bloat of tables, it must be better.

Until there is case law that says that Mr Smallbusinessowner has been
successfully sued for having a website that isn't accessible then the
'stick' approach just doesn't carry and weight. The 'carrot' of better
search engine ranking with a 'no guarantee' caveat is a much more powerful
tool when persuading fee paying clients to think about accessiblity, etc.
