Yes - but if there's an easier way of laying out the page that doesn't
require the user to scroll up the page (either using a keystroke or the
mouse/touchpad) to return to the nav bar, then why not use it? I like sites
which use frames because they allow the navigation links to be visible
permanently without me having to go and find them when I need them. On a
reasonably high res screen (eg 1024x768), there's plenty of space for a nav
bar down one side, because you don't want your body page to be too wide
otherwise you end up with unreadably long lines of text. I usually embed the
whole of my body pages in a cell of a fixed-width table and then centralise
that in the available panel so the lines don't grow too long on a very
high-res screen.
