on the UD Stomp (or even a UD stomp) which has 8 descrete delay lines which
can all be levelled, panned and modulated separately as well as chained in
various configs.

Just print off the first paragraph and take it round to Maplins. The guys at the counter will help you get the stuff and show you how to put it together. You need to start somewhere and this is as good an item to start with. You can use a passive attentuator for other things, impedance matching, correcting overloaded inputs etc..

But it won't solve Jon's problem. It's not an imbalance between the
channels. The returning echo is louder than what was sent.

The Yamaha Magicstomp has a real time control for that.

You can get one for less than £60, IIRC.
