I'll echo this - on lower-quality decks (including perhaps, the recording
decks), the azimuth tends to be all over the place. Less so on reference
decks.

Clean the heads (and the capstan/pinchwheel etc)(and demag if you can -
helps with tape shedding), and tweak the azimuth for maximum top-end.
Transfer to hard disk such that peaks never hit 0dB (usually means leaving
around 6-10dB headroom); normalise L/R channels individually, and Bob's yer
uncle.
