that into a numbering system where the base of that system is treated
as unit length (ie the 'one' whether or not you go on to count the
ones in binary, trinary, denary or whava-ery)

That string of words doesn't appear to have a meaning. Try re-phrasing.
1/3 is 1/3 in any base except 2 (1/11) or 3 (1/10).
Likewise, decimal point expansions exist in all bases.

Are you saying the ratio between the circumference and diameter of a
circle ISN'T pi? Or, perhaps, that in The Real World TM there are no
circles?

Actually, in the Real World, you'd be very pushed to find a circle.
