Fair enough. What is
- open-source, or at any rate, free to install and use
- runs on Linux / Unix with Apache
- isn't line-noise
- drops into HTML in that nice 'n' easy way
- has a massive function library covering just about everything ever
- plays nice with mysql (or other suitable) DB engines
- doesn't insist on some goddamned framework telling you how to do things
- runs from the command-line too

6 out of 8 ain't bad: Perl

I make that 7, the missing one being the HTML one. On which do we disagree?
I'm guessing it's "isn't line-noise" but, heck, PHP isn't pretty.
