You would have a very good point if CB tried to post something of relevance
to the NG. He doesn't though.
I have seen him post some on-topic and reasonable and interesting
things. If my memory isn't playing tricks, I first got into all
this when he started a thread entitled "Stewart Lee's Show Getting
Better" (30 March), and suddenly several people jumped him, and
most of the thread became part of the flame war. I deliberately
haven't checked the details (just to see if my memory IS playing
tricks - always worth knowing!), but it's all here:

He knows what he is doing. CB is no victim
worthy of protection. Every thread I've seen him start is either making
improvable allegations about members here, or slating some author he has a
problem with.
Certainly most of his posts seem to come into those categories.
If anything, he is a rather nasty cyber bully himself, and no
victim.
It's perfectly possible that I'm being naive, but I still see him
as being desperate, and possibly even dangerous, but not nasty.
(Those who may have experienced nastiness from him will surely have
received support, so my denial shouldn't be too distressing, I hope!)
Even if he can be nasty, I'm inclined to bet (like someone who
posted earlier about child abuse) that he has been a victim of
something very nasty at some stage (even if not here in UMTM).
While I honestly think he has a problem, its not a problem deserving of
sympathy, because he displays enough intelligence and coherence to prove he
is self aware.
Again, I may be blindly projecting, because of my own experiences,
but in general terms I am acutely aware that the capacity to display
intelligence, coherence, and self-awareness does not imply an absence
of severe problems, deserving of sympathy and understanding (which my
own experience again suggests that medical and other "professionals"
may be just as unable or unwilling to supply as anyone else, so it's
no service to CB or anyone else to say, "Get help!", especially when
this injunction is coupled with both insults and amateur diagnoses).
I'm certainly not disputing that he is responsible for his actions
(which I guess is the main point you are making). I'm just saying
that responsibility is often mitigated by circumstances (past and
present), and doesn't imply an absence of suffering, deserving of
sympathy. I've suffered at the hands of a number of very maddening
people who themselves were obviously suffering (and/or had suffered -
a different condition) very badly. I'm also probably quite maddening
myself, but I know I have the partial excuse of having had a frakkin'
lousy time for simply ages! 8-P
(Guess who has just started watching Battlestar Galactica on DVD -
and who is somewhat embarrassed and desperate to get back on topic!)
