You only want to limit the volume of the loudest sections and
leave the quiet bits quiet. The circuit would reduce the gain
slightly, but very rapidly when the power goes above a set
threshold for a short period of time (>0.25s?) and restore it
more slowly when the power is below the threshold.
Not surprisingly, there are circuits/devices that can do that.

I imagine it would be fairly easy to tweak the response curve
to produce an acceptable ad-listening experience.
