Because the article refers to figures released by the Tories about the
number of branded plastic bags Labour have bought over the past 2
years. And the No. 10 site was linked to because its current incumbent
is pretty heavily mentioned as well. The links for IKEA and M & S are
used because they are also mentioned in the article
Did you read the whole article? The choice of links seem pretty
acceptable to me.

It's okay. It makes a change from the endless cheap shots here that
the BBC is leftwing biased.
