My mum wants a laptop (sounds like a Peter Kay tour)
She's seena PC World ad for this one but it sounds a little over
specced for someone that will only use it for web browsing, the
occasional email and photo viewing.

Macs are easiest to use but pricey.
If you think she'll spill tea over the keyboard, try and talk her into
a desktop pc rather than a laptop. New keyboards are cheaper
than new laptops.
The larger the screen the better. Set things up so she can actually
read text in the default size.
Consider installing the free vmware player so she can browse from
a virtual machine which might make it easier to clean up viruses.
My experience is that older people who "only" use web-based email
are a magnet for viruses (perhaps because they naively follow links).
Either pay for a decent anti-virus suite or don't, but in any case, get rid
of the free one-month trial ones that will produce confusing nag screens
in a few weeks. Likewise, delete any other "offer" icons from the desktop.
Buy a proper mouse (and mousemat).
Avoid Vista unless her free technical support department (that's you)
is familiar with it.
The one in the link does not look overspecced(?) to me, especially
if it is running VIsta. Pictures and videos eat memory.
Oh, and make sure that whatever you buy comes with reinstallation DVDs.
