No, they will say they are "competing in a competitive multi-channel environment (SIC market)" and therefore have to bid against "other broadcasters" (SIC competitors) for "talent".

The conclusion the secretive committee will conclude is "the BBC did not over pay" and "secures licence fee payers value for money".
