This is what seems to be confusing some of the posters here - the
difference between geographical and administrative boundaries.

It doesn't appear to be confusing anyone else. The PP's view is the
traditional and best view of what county is. No-one has the slightest
difficulty in realising that (say) Brighton (now a UA and thus its own
administrative county) is in Sussex or that Plymouth (now also a UA and
thus its own county) is in Devon. Apply the same rules to Bolton - it is a
UA and therefore its own county. But just like Brighton is in Sussex and
Plymouth is in Devon, Bolton is in Lancashire. The administrative function
is unimportant to everyone except those with an interest in (temporary)
administrative arrangements.

Thank you - that is precisely the point that I was trying to make. You have
made it more eloquently and explicitly than I did.

Did the person who originally asked the question choose Bolton specifically
because it was ambiguous and debatable, requiring subtle local knowledge, or
simply to see if we knew that it was in Lancashire as opposed to (say) West
Yorkshire or Cheshire. Maybe it would have been fairer and more comparable
with the Margate situation to ask which county Morecambe or Blackpool was
in.
