"Greater Manchester" was temporary. It has gone. How temporary can a temporary thing be?
Bolton is now once more a county unto itself (the official status of unitary authorities, whether former metropolitan or shire districts). So it is back in the status it enjoyed prior to 1974 as a county borough. When Bolton was a county borough, Lancashire CC enjoyed no powers over it. But it was still addressed: "Bolton, Lancs", not "Bolton, Bolton".
Because "Greater Manchester" does not exist as a local government unit
