Smokers risk prosecution for sparking up when driving

Here's how it actually goes: you take the cig out of the packet whilst
you've got one hand on the wheel, then you put the cig in your mouth whilst
you've got one hand on the wheel, then you light your lighter whilst you've
got one hand on the wheel, then you spark up your cig whilst you've got one
hand on the wheel.

Are they going to outlaw kids misbehaving in the back of a car? That would
undoubtedly break drivers' concentration far more than sparking up a cig
would.

Oh, hold on, they do mention that:

""What it says is that drivers should remember they have to concentrate and
they shouldn't be distracted either by passengers, by loud music, by reading
a map, or using a mobile phone or by smoking."

So how do they suggest that they stop kids misbehaving in the back? Chuck
them out and then drive on?

And why does loud music break your concentration? Surely listening to speech
radio where you're concentrating more on what the people are saying would
actually make you concentrate on the road less than when listening to loud
music.

This country is becoming absolutely ridiculous.
